Introduction: The leadership is the key to succeed in the competition of the co organizations. The leadership gives you the possibility to go ahead with the right direction with ease. The leader also drives the vehicle of Organization and makes it reach its destination.
In several Organization where is there is the dearth of good leadership they always fail in the long run and cannot make their way through a difficult time. The Leader never thinks about his gratitude or reward of what he does for the betterment and strength of the organization and always brings changes in the Organizational setup and rules and regulations.
But the best Leaders are always those who first of all pursue and motivate the Staff when they are ready to accept the change, the Leader starts making changes so as to avoid rebellion in the Organization. If we take the example of the educational institution, it is very hard and difficult to bring some immediate changes. Because the Institution has relations with Community, students and Teaches as well .
The change in the rules and policies may affect the Educational standards or the Students including their parents . So to bring the changes, all of them should be taken into confidence and motivated to accept the challenge. If any of them is unwilling to accept the challenge, then there is possibility of clash which may result dangerous for the organization , students or parents or the community at large .
The good leader can solve the problems in few moments but leadership lacking will result collapse of the organization in terms development. Communication is the best tool for the leadership as the leader uses the words in decent style to attract the listener. The Listener makes a positive impression about the Leader .
Functions of Leadership
Leaders are the decision-makers so they are free to take the decision. But first of all, they must consult with the team and then impose the decision . But there are some points which are no liable to be consulted with staff . They are the principles set by the organization and governing the code of conduct.
The most important quality of the Leadership is to asses the performance of the Organization and Reputation among the public . If the organization is an educational Institute , then it must sustain its standard and provide quality education along with talented scholars.The leadership functions also contains an alignment of organizational practices with values and Vision .
This mean that the Organization must follow values and the Vision .The Leader can alter Organizational practices and standards so as to make them suitable for the people to adapt and avail. He takes initiative for the improvement of the intuition and its products. He also facilitates s the quality interactions among the staff as well as the general public or consumers.
IMPACTING AND INFLUENCING TO BRING CHANGE:
The abilities which are the core issues of the leadership having capacities that enable powerful strategies to become actualized. These capacities include people, processes, supports, models, techniques, structures, plans, frameworks and other inputs needed to enact, bring to scale and sustain powerful change. Some examples of core capacities follow:
- · Collective vision and results framework
- · Governance structure
- · Group processes such as governance, decision making, problem-solving and conflict resolution
- · Resident leadership and authentic civic demand
- · Strategic use of data
- · Effective partnerships among residents, institutions and others
- · Support for collaborative learning and accountability to results
- · Communication plan and structure
- If a person wants to achieve impact; influence and leverage outcomes he must pursue others to accept the change. A good example is the influence outcome of changing community norms on tolerating crime in the neighbourhood.
Certain core capacities are vital to effecting this norm change, such as engaged resident leadership; the collective vision for results; effective partnerships among residents, institutions and others; and capacity to communicate core messages, ideas and beliefs. As these building blocks of change are brought into play, neighbours may change their views on accepting the level of crime and become motivated to mobilize for action.
For instance, flyers for block watch (based on a communication strategy) may be distributed in schools, stores, faith organizations and neighbourhoods (effective partnerships among residents, institutions and others) based on the action plan of an engaged neighbourhood group (resident leadership).
The block watch activity may further mobilize residents, sparking them to forge new types of partnerships with law enforcement agencies. These shifts in behaviour, partnerships and law enforcement strategies illustrate influence, the result of core capacities leading to strong building blocks of change.
If the changes in neighbourhood mobilization and law enforcement strategies lead to a decline in the crime rate, the core capacities have achieved an impact outcome. If the new strategies are replicated in other neighbourhoods throughout the city, the strategies will be brought to scale. Further, the engaged residents will remain in place to address other neighbourhood issues.
Implementation of Change and Effects
As it has already been discussed that the Change can be implemented when the staff or the team members of any organization are ready to accept and adapt the change without the Resistance. If there is any type if resistance then it becomes agitated and cause s the differences in the Organization. To implement change first of the team members or the staff should be apprised and motivated.
Secondly, the staff should be informed about the advantages of the new change and its effect on Organizational functioning. Suppose that if the organization where the change is being made in the policies by the leader is Us Military, then first of all the Leader will take all the soldiers into confidence in order to escape the rebellion or resistance which may affect upon the discipline of the force and result in danger.
Change cannot be implemented in any organization until all of the staff or team accept it heartedly and act according to the change. No body is the born Leader but it is skill and Competency which is got by the certain person to rule and administer the staff and implement the change in such a way that it may not cause dispute.
Preparing for the change and Reducing Negative effects
To reduce the negative effects of change, it necessary to go by the principles set by the Leader and implemented after the due consultation with staff employed in a certain Organization. The first thing is to mobilize the staff and bring the change gradually that will have less effect then the change which come to effect at one.
The immediate change may affect organizational functioning and reputation as well. The gradual change can be applied in any Organization which will come in effect in parts and it proves less negative. The team should be apprised for the change and safety measures should be taken in advance in order to meet the negative effects at their early stages.
The Military is such organization which is so sensitive and the leaders think twice even thrice to bring changes in commands and policies because such p [policies have far-reaching effects and may engulf the others when there is resistance or revolt among the soldiers. They should pursue to avoid frustration among the team members.
The leader is the key player in decision-making and when it comes to reforms or changes in the organization. The Leader has got some extraordinary qualities to face the problems occurring from time to time in the wake of policymaking and change-making in the methods, policies and rules. Those changes are usually acceptable for some persons because there are also some troubles makers stop to resist the Changes and stop working until their demands are fulfilled.
The leader is responsible to govern the organizations set up and day-to-day working. As the leadership competency cannot be learned for only having some training sessions but it demands skills such as administrative, communicative and motivational which are the real prerequisites for the good leader. According to the Psychologists that every child passes through the series of mental development and at last starts thinking about the things and distinguishes between them.
If take the group into consideration that if all people claim to be the leaders, they will not succeed in their mission because every person will do their own and try to excel one another. Instead, if there is a leader of the group and the group accepts his decision then their mission can be successful.
Finally, Social change is the main component and can be influenced with suitable alternatives. , the leaderships the backbone for the of development and structure of any organization. The Company can move on provided that it has been run by able and skilled leadership. If the Leadership is not supportive, it abruptly effects upon the organizational performance and reputation.
Leaders are needed in all circumstances even for the more routines tasks to help run the company smoothly. If we take the example of the Family the Leadership Function is considered as the basis of the parents. Because we are the team members and our parents has to decide about us. Similarly, the boss drives the members and the Leader teaches them to acquire competency.
Finally, the leader is necessary to guide and make decisions for the improvement and development of the Organization. He can bring changes but he must inform the team members about that in advance.
The Organization such as Army needs discipline so that the orders may be carried out.
If the leader imposes the decision they have to accept them but there will be many who do not want to comply with it. So in this regard pre-information is the key [point in order to bring change; be it personal, Organizational or Institutional.
The Development of microfinance industry depends upon the resilience and risk management: SECP Chairman Amir Khan
Islamabad : SECP Chairman, Aamir Khan emphasized that in these challenging times the development of microfinance industry depends upon the resilience and risk management, achieved through quintessential pillars of liquidity-tapped through private capital and technology embracement. Khan was addressing the Non-Bank Microfinance Companies Stakeholders Forum organized by SECP to devise a way forward and collaborate strategic response to cope the challenges posed by COVID-19 pandemic and ensuing lockdowns.
The SECP Chairman Amir Khan, along with Commissioner Specialized Companies Division, Farrukh Sabzwari chaired the session. Representatives of Pakistan Microfinance Network (PMN), State Bank of Pakistan (SBP), National Bank of Pakistan (NBP), Pakistan Poverty Alleviation Fund (PPAF), Pakistan Microfinance Investment Company Limited (PMIC), Karandaaz Pakistan and multilateral donor agencies including the World Bank, International Finance Corporation (IFC) and Department for International Development (DFID) attended the session.
The Chairman SECP advised NBMFCs to go far product diversification to insurance solutions and saving products and build capacity of their workforce to attain business development and operational efficiency. He endorsed formation of a working group consisting of nominees from SECP, PMN, PMIC and NBMFCs to further analyze the situation. The working group will also take up the matters with relevant forums including ministry of finance, SBP and multilateral donor agencies for possible solutions.
Khan expressed SECP’s firm commitment to providing all possible support to industry not only during the current pandemic times but also in developing the industry on a strong footing. SECP Commissioner, Sabzwari highlighted the measures taken by SECP to provide relief and flexibility to the NBMFCs and their wholesale lender in managing funding requirements. He also talked about SECP’s advice to NBMFCs to defer and reschedule borrower loans.
Participants acknowledged SECP’s timely intervention to provide regulatory relief to NBMFCs in managing their credit lines and funding requirements. However, industry representatives expressed their concerns on potential defaults by borrower and liquidity crunch that may lead to capital crisis in the industry.
They raised the need of new money injection into the industry through collaborative efforts of microfinance regulators and the government. Representatives of international donor agencies attending the Forum expressed their resolve to extend fullest possible support to Pakistan’s microfinance sector.
Gov’t releases Rs 533.33 billion for various development projects so far
Islamabad: The federal government has so far authorized release of Rs 533.33 billion for various ongoing and new social sector uplift projects under its Public Sector Development Programme (PSDP) 2019-20, as against the total allocation of Rs 701 billion.
Under its development programme, the government has released an amount of Rs 230.3 billion for federal ministries, Rs 175.65 billion for corporations and Rs 43.46 billion for special areas, according to a latest data released by Ministry of Planning, Development and Reform.
Out of these allocations, the government released Rs 38.5 billion for security enhancement in the country for which the government had allocated Rs 53 billion during the year 2019-20.
An amount of Rs 81.37 billion has also been released for the blocks managed by finance division under the government’s 10 years development programme.
Similarly, for Higher Education Commission, the government released an amount of Rs 27.07 billion out of its total allocation of Rs 29 billion while Rs 301.47 million were released for Pakistan Nuclear Energy Authority for which the government had allocated Rs 301.48 million in the development budget.
For National Highway Authority, the government released Rs154.94 billion. Under annual development agenda, the government also released Rs 10.7 billion for Railways Division out of total allocation of Rs16 billion, Rs 7.7 billion for Interior Division, and Rs 8.38 billion for National Health Services, Regulations, and Coordination Division.
Revenue Division received Rs 4.3 billion whereas the Cabinet Division also received Rs 30.18 billion for which an amount of Rs 39.986 billion has been allocated for the year 2019-20.
The government also released Rs 26.9 billion for Azad Jammu and Kashmir (AJK) block and other projects out of its allocations of Rs 27.26 billion and Rs 16.54 billion for Gilgit Baltistan (Block and other projects).
Pakistan’s small businesses hit hard by COVID-19
Small businesses in Pakistan have been adversely affected by the Covid-19 pandemic. The low demand at home, disruptions in supply chains, constraints in international trading, and expected prolonged lockdowns are now leading to severe cash flow problems, the inability to pay back debts and cancellation of orders from clients.
This rising uncertainty is gradually leading them to lay off employees which will have welfare implications. In some sectors where recovery is difficult to predict, small businesses have started planning for the worst: complete shutdown. This crisis could also imply a much bleaker outcome for the startup ecosystem in Pakistan.
The government has announced a SME relief package. The central bank has also come forward to relieve some of the funding and finance related concerns of private enterprises. Yet, many micro and small businesses do not understand how to apply or if they are eligible, to receive such assistance. There are others who argue that this one off relief may not be enough given that businesses are going to face depressed demand for a longer term. Pakistan’s past record of small businesses trying to access such fiscal packages is also not encouraging, partly because many such firms do not access formal banking channels for their needs or banks impose steep collateral requirements. Also, large segments of micro enterprises have the entire or some components of their businesses in the informal sector.
Federal and provincial governments have two issues to address now: how to ensure that small businesses are able to access and utilize existing government-provided assistance, and secondly, what more can be done to support private enterprise in these times.
A progressive fiscal policy and commitment to redistributive taxation is in line with the spirit of Riasat-e-Madinah to which Prime Minister Imran Khan often refers to. A sincere effort is required to reduce the burden of compliance costs faced by small firms- often filing returns several times during a year and to multiple tax bodies across the country.

On the former, it would be best to start by addressing information and outreach gaps. As the problems for businesses are evolving in real-time, hence there remains a need for structured and more frequent public-private dialogue which should be inclusive enough to also give representation to women, youth-led firms and social enterprises. Such a dialogue will also give a sense to the government about how these businesses will get affected in the forthcoming rounds of Covid-19.
On the latter, I believe the forthcoming budget for the fiscal year 2020-21 should be seen as an opportunity not only to provide support to collapsing businesses but also to put in place economic incentives that encourage enterprises to consider resilient business models. A large part of this has to do with reimagining a better taxation regime.

It is an opportunity now to automate, rationalize or eliminate several filing and payment layers in taxation to ultimately help reduce the cost of doing business.
After a lot of persuasion from local think tanks and the International Monetary Fund (IMF), federal and provincial governments agreed to establish a National Tax Council (NTC) to harmonize the general sales tax (GST).
Currently all provinces have a different structure of GST on services. There are also issues regarding definition of certain activities which the federal government may assume to be under its jurisdiction. Perhaps smaller firms have been the hardest hit due to the fragmented tax structure across the federation and it is time now to expedite NTC’s establishment and work in this direction. Even when the system is finally harmonized, the GST should not be collected by multiple windows at federal and provincial levels. A unified tax return and collection should be made possible through online mechanisms.
It will also be timely to think about which sectors should be motivated to scale up production and services in the face of this health-related emergency. Hospitals and private clinics operating at micro, small, and medium scale are primary candidates for cut in GST on services and even rationalization in direct tax rates. Firms producing personal protective equipment should also see a relief in taxes. The trade taxes faced by such producers or even hospitals importing from abroad need to be revisited. The agro-based and food processing enterprises will need similar help as their input supplies face price and supply volatilities.
Covid-19 also increased demand on several other sectors providing essential services. Our policy circles have rarely seen these sectors as important for the social and mental wellbeing of society until the pandemic struck. It will now be timely to recognize the services of firms (including schools) providing online services. The economic policy managers must think out of the box how best to leverage e-commerce in the battle against Covid-19.
